WINhealth Partners

On October 21, 2015, Winhealth Partners, Inc. a Wyoming domiciled Health Maintenance Organization ("Winhealth") was placed under Receivership by the District Court, First Judicial District, County of Laramie, Wyoming, Case No. 184-929. The Wyoming Insurance Commissioner, Tom Glause was appointed Receiver.

On January 12, 2016 the Wyoming Insurance Commissioner, in his capacity as Receiver of Winhealth Partners, Inc. (Winhealth), sought and obtained an order from Wyoming's District Court, First Judicial District, County of Laramie, finding Winhealth statutorily insolvent. In accordance with the Order to Liquidate Winhealth, the Commissioner took possession of all of Winhealth's property, and administered the orderly liquidation of Winhealth's failed HMO business. The liquidation estate has monetized all known assets and released a $6 million creditor distribution in 2017. All properly submitted guaranty-covered health claims have been determined and paid through the Wyoming Life and Health Guaranty Association with the exception of a couple claims exceeding the statutory limit of guaranty coverage. The estate is essentially in a dormant capacity with the exception of periodic reporting to the court and prosecuting the on-going legal case filed in the Federal Court of Claims seeking to recover approximately $17.5 million from the Risk Corridor program associated with the federal government's Affordable Care Act.

The estate is seeking to sell a participation or percentage interest in the Risk Corridor receivable to reputable third-party investors. The estate will seek court approval of any sale of a portion of the asset and will also seek to distribute any sale proceeds in a timely fashion once a sale has been consummated.
